PORK PRODUCERS FEDERATION OF THE PHILIPPINES, INC. GETS ORIENTED ON RA 10536

Orientation on RA 10536 (An Act Amending RA 9296 Otherwise Known as the Meat Inspection Code of the Philippines) was included in the agenda of Pork Producers Federation of the Philippines, Inc.’s general monthly meeting on July 24, 2013 at Serye Café Filipino, Circle, Quezon City.
NMIS Executive Director Dr. Minda S. Manantan was the guest speaker of the said event. She announced the signing into law of RA 10536 by H. E. President Benigno S. Aquino III on May 15, 2013 with publication on May 27, 2013 in two newspapers of general circulation, namely: Manila Bulletin and Philippine Star. She also discussed the following special features of the new law: (1) the penalty of selling “botcha” including the expanded definition of hot meat that covers illegally and undocumented imports, (2) strengthening of NMIS, and (3) issue on utilization of Meat Inspection Service Development Trust Fund (MISDTF).
Executive Director Manantan informed the federation that the DA Advisory and Technical Working Groups are now drafting the implementing rules and regulation (IRR) of RA 10536 as directed by DA Secretary Proceso J. Alcala pursuant to Special Order No. 380 dated May 24, 2013. She extended her heartfelt gratitude for the invite of being the association’s resource person on the new law as inputs from the various sectors would enhance the IRR. The IRR will also be subjected to public consultations once drafting is completed. Thus, she encouraged them to submit their comment on the new law. President Edwin G. Chen of Pork Producers Federation of the Philippines, Inc. replied: “We do not want penalty, we want full compliance”. The orientation on RA 10536 and open forum relative thereto ended with a number of recommendations. NMIS committed to study and confer with the Bureau of Animal Industry on how to address the sector’s concerns.
