The NMIS is 2017 FOI Compliant

The National Meat Inspection Service (NMIS) has received recently a certificate of compliance from the Presidential Communications Operations Office (PCOO) for being fully compliant to Executive Order (EO) No. 2 series of 2016 or the Freedom of Information (FOI) program.

After a thorough review of NMIS’ FOI manual, the PCOO Secretary and FOI Champion Jose Ruperto Martin M. Andanar found NMIS’ conformance to EO No. 2 satisfactorily. The certification showed that the NMIS is fully-compliant with the requirements set forth by the Inter-Agency Task Force on the harmonization of national government performance monitoring, information, and reporting systems.

The NMIS has started implementing the FOI on December 15, 2016 through its Memorandum Circular No. 12-2016-32 issued by OIC - Executive Director Atty. Beata H. O. Obsioma. To effect an awareness campaign about the FOI, Ms. Roberta L. Riguer – Information Officer III conducted an orientation on the salient features of NMIS’ FOI Manual in the NMIS Central Office as well as in its Regional Technical Operation Centers (RTOCs).

The Freedom of Information or Executive Order No. 2 s. of 2016 was signed by Pres. Rodrigo Roa Duterte on July 23, 2016. It is a government mechanism upholding the constitutional right of the people to information on matters of public concern and to promote transparency in the government’s administrative process. The Executive Order covers all government offices under the Executive Branch, including government-owned or controlled corporations (GOCCs) and state universities and colleges (SUCs). It requires all executive departments, agencies, bureaus, and offices to make public records, contracts, transactions and any information requested by a member of the public, except for sensitive information and matters affecting national security.

To equip the Office with skills on the process, system and operation of the eFOI and open data, the NMIS sent its two Public Information Officers (PIOs) to attend the Pilot eFOI and Open Data Workshop on October 20, 2016 at Penthouse, The World Bank Office, One Global Place, 5th Avenue corner 25th Street, Bonifacio Global City, Taguig City. The seminar-workshop was conducted by Atty. Kristian R. Ablan from the Policy and Legislative Affairs of the Presidential Communications Operations Office where he also handles the Malacanang Social Media Accreditation Policy and the Presidential Task Force for Media Security among others.
