ACCREDITATION AND REGISTRATION

 

Under the revised Implementing Rules and Regulations of Republic Act (R.A) No. 9296, otherwise known as “The Meat Inspection Code of the Philippines”, as amended by R.A 10536, the NMIS shall evaluate and classify all meat establishments following an accreditation system and shall assign an accreditation and/or registration number to identify the establishment and trace the products produced thereat. The Accreditation and Registration Division is responsible for the licensing of meat establishment, rendering facilities, meat transport vehicles registration and certification to ascertain compliance to national standards. Manage the central database for all accredited Slaughterhouse, Poultry Dressing Plant, Meat Cutting Plant, Cold Storage Warehouse and Meat Distribution Center.

 

ISSUANCE OF LICENSE TO OPERATE (LTO) FOR MEAT ESTABLISHMENTS (NEW)

Republic Act 10536 - An Act Amending Republic Act No. 9296. Otherwise known as "The Meat Inspection Code of the Philippines"

Meat Establishment such as Slaughterhouse, Poultry Dressing Plant, Meat Cutting Plant, Cold Storage Warehouse and Meat Distribution Center in which food animals or meat products are slaughtered, prepared, processed, handled, packed or stored with National/ International Distribution.

MEMORANDUM ORDER
Memorandum Order No. 10-2019-591 Clarification on the conduct of GMP/GOP/SSOP/ Audits & Joint Evaluation relative to the Issuance of NMIS License-to-Operate

  • SLAUGHTERHOUSE

    A premises that are approved and registered by the controlling authority in which food animals are slaughtered for human consumption.

  • POULTRY DRESSING PLANT

    A premises that are approved and registered by the controlling authority in which poultry are dressed for human consumption

  • MEAT CUTTING PLANT

    A meat establishment where carcasses and primal parts are cut and packed into desired specifications. It may be a separate facility or an integral part of another meat establishment such as a slaughterhouse, poultry dressing plant or meat processing plant.

  • COLD STORAGE WAREHOUSE

    A meat establishment used for the storage of local and/or imported agricultural and fishery products intended for commercial purposes

AAA those with facilities and operational procedures appropriate to slaughter livestock and fowls for sale in any market, domestic or international
AA those with facilities and operational procedures sufficiently adequate that the livestock and fowls slaughtered therein are suitable for sale in any market, within the country
A those with facilities and procedures of minimum adequacy that the livestock and fowls slaughtered therein are suitable for distribution and sale only within the city or municipality where the meat establishment is located

Requirement for Licensing of Meat Establishment for NEW application

  1. Duly accomplished Application Form with valid company identification card (ID)
  2. Floor plan / schematic diagram showing the traffic for Personnel, Product, Condemned Material.
  3. Business Permit indicating type of operation - City/Municipal Government.
  4. Approved Sangguniang Bayan Resolution (LGU owned) for SLH & PDP (for public owned).
  5. BIR Certificate of Registration (COR) of Tax Identification Number (TIN) of the plant.
  6. Environment Compliance Certificate/Certificate of Non-Coverage - DENR
  7. Photocopy of Business Registration - DTI/SEC (for private owned).
  8. Certificate of Water Source and Potability - DOH + NWRB/LGU Health Office.
  9. Written GMP/GOP/SSOP Manual.
  10. List of equipment with rated capacity.
  11. Updated pictures of plant showing the major flow of the operation.
  12. Permit to Operate (Air Pollution Source/Control Installations, Exemption Certificate) issued by DENR/LLDA (for cold storage warehouse).
  13. Sanitary Permit (for cold storage warehouse).
  14. Reliable recording system for readily available information (for cold storage warehouse).
  15. List of clientele (with specific products) for the last two (2) years, where applicable (for cold storage warehouse).

Requirement for Licensing of Meat Establishment for NEW application

  1. Duly accomplished and Application Form with valid company identification card (ID)
  2. Business Permit indicating type of operation - City/Municipal Government.
  3. Approved Sangguniang Bayan Resolution (LGU owned) for SLH & PDP (for public owned).
  4. Certificate of Water Source and Potability - DOH + NWRB/LGU Health Office (for cold storage warehouse).
  5. Permit to Operate (Air Pollution Source/Control Installations, Exemption Certificate) DENR/LLDA (for cold storage warehouse).
  6. Sanitary Permit (for cold storage warehouse).
  7. Reliable recording system for readily available information (for cold storage warehouse).

Step 1. Applicant shall submit complete documentary requirements.

    NMIS is currently accepting manual or on-line applications.
  1. Manual Application – submission of filled-out application form with complete documentary requirements at the NMIS Regional Technical Operation Center (RTOC) where the meat establishment is located.
  2. On-line Application – applicants may register to www.naris.nmis.gov.ph

Step 2. Payment of corresponding fees

      Payment of fees and charges shall be at the NMIS Regional Technical Operation Center. Refer to NMIS Memorandum Circular No. 09-2020-017, Re Implementation of the NMIS Electronic Payment System dated September 8, 2020.

Step 3. Conduct of on-site evaluation and/or audit.

Meat establishments shall have an on-going operation during the on-site evaluation and/or audit covering the scope, and type of products produced.

Step 4. Submit the Corrective and Preventive Action Plan (CAPA)

Meat Establishment owner and or operator shall submit CAPA report on the identified deviations/non-conformances during the evaluation and/or audit to the respective NMIS RTOC (time line is defined in summary of findings on the Evaluation and/or Audit)

Step 5. Issuance of NMIS LTO

NMIS LTO shall be issued upon completion of the requirements.

ISSUANCE OF MEAT TRANSPORT VEHICLE (MTV)

Meat Transport Vehicle (MTV) - is an enclosed conveyance facility used for the transfer of meat and meat products from one place to another in a hygienic manner.

Only accredited MTVs are allowed to transport meat and meat products.

The NMIS accredits MTV used in transporting meat and meat products for national or international distribution

The LGU veterinarians accredits MTV used to deliver meat and meat products within their locality.
