NMIS Recognized for Achieving Maturity Level II Under the Enhanced PRIME-HRM

The National Meat Inspection Service (NMIS) was recognized for achieving Maturity Level II under the Enhanced PRIME-HRM program. The award was formally presented by Civil Service Commission (CSC) Director Claudia Abalos-Tan of the CSC Field Office-Department of Agriculture (DA) during the flag-raising ceremony on May 19, 2025, at the NMIS SHE Hall, MITDC Building, Visayas Avenue, Quezon City

NMIS earned commendation for reaching Maturity Level II across all Human Resource systems under the Enhanced PRIME-HRM, marking a significant milestone that highlights the agency’s commitment to promoting personnel excellence and improving the efficiency and effectiveness of public service delivery. This recognition validates NMIS’s efforts to institutionalize meritocracy and excellence in human resource management.

Director Tan also acknowledged the NMIS PRIME-HRM Core Team for their critical role and successful involvement in the achievement. The team includes Ms. Katheryn S. Perez, Supervising Administrative Officer; Engr. Karren Cruz-Mercado, HRD Unit Head; Ms. Jannilyn S. Villaflor, HRM Section Head; Mr. Gian Carlo N. Tabing and Ms. Mary Rose T. Delijero, Administrative Officers II; and Ms. Romadell Angeles, Meat Inspector III. Their collaborative dedication was crucial in attaining Maturity Level II status. Furthermore, the NMIS Central Office and its Regional Technical Operation Centers (RTOCs) were commended for their continuous support throughout the PRIME-HRM implementation, contributing significantly to this collective success. NMIS also expressed deep gratitude to Director Claudia Abalos-Tan for her invaluable guidance and support, from the assessment phase through technical assistance to the final awarding. Her leadership played an instrumental role in helping NMIS meet the Civil Service Commission’s standards.

The Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) integrates and enhances the Personnel Management Assessment and Assistance Program (PMAAP) and the CSC Agency Accreditation Program (CSCAAP). It is a mechanism that empowers government agencies by developing their human resource management competencies, systems and practices towards HR excellence.

NMIS underwent a PRIME-HRM compliance audit from March 25 to 27, 2025, conducted by assessors from the CSC Field Offices of BSP, Manila, Makati, and DPWH.
