How do I find out the result of my complaint? | The National Meat Inspection Service through the Meat Standards and Consumer Protection Division shall send a report of the investigation to the complainant and copy furnish the Office of the Executive Director through email. |
How can I attend the Basic Meat Inspection Course and what is the primary qualification? | The Basic Meat Inspection Course (BMIC) is conducted by Regional Technical Operation Centers (RTOCs) nationwide for prospective meat inspection officers who are current employees of their respective Local Government Units (LGUs). Local Chief Executive of each LGU will endorse employees who will then undergo the BMIC.
BMIC is also mandatory to newly hired Meat Inspection Officers (Veterinarians and Meat Inspectors) of the National Meat Inspection Service (NMIS). |
Do I need to secure a permit from NMIS relative to advertising and sales promotion involving fresh meat? | It is provided under Section 6.7 of Joint Memorandum Circular No. 2, Series of 2016 that permits relative advertising and sales promotion involving fresh meat shall be secured at NMIS.
Sales promotion are techniques intended for broad consumer participation which contains promises of gain such as prizes, in cash or in kind, as a reward for the purchase of a product, security, service or winning in contest, game, tournament, and other similar competitions which involved determination of winner/s and which utilize mass media or widespread media of information. |

What are the requirements in putting up a Meat Shop? | A.Secure business permit according to your intended purpose of business (Meat Shop) to your local government unit (Municipal Hall/City Hall).

As a requirement for the application for License to Importer (LTI), when is the schedule for the Meat Importers’ Orientation? How can we secure the Certificate of Attendance to the Meat Importers’ Orientation? | Attendance to the Meat Importer Orientation is a requirement for the application as Meat Importer, pursuant to the Department of Agriculture (DA) Administrative Order (AO) No. 16 Series of 2021. NMIS will strictly implement the policy of “NO ORIENTATION, NO RELEASE OF LICENSE TO IMPORT”.
The Meat Importer Orientation Seminar can be accessed online any day, any time. You may watch the videos of the Meat Importer Virtual Orientation on the NMIS YouTube account. After watching the videos and reviewing the presentation, you may take the Online Quiz for the Meat Importer Virtual Orientation. An online quiz will be given to all virtual attendees, in order to assess the knowledge assimilation of the importers after the orientation. The Certificate of Attendance shall be issued to applicants who are able to pass this online quiz or get a score of 70% (or a score of 14/20). For those who are not able to pass, you may again watch the online video of the Meat Importer Orientation and take a retest. Please note that there is no limit to the retest. Can we submit hard copies of documentary requirements directly to MIED / RTOC? | The initial submission of documents is now received via the NMIS License to Import Document Entry Form (NLIDEF). The importer applicant shall submit, using their company’s official email address, the scanned copies of the accomplished and notarized application form and documentary requirements through the NLIDEF. All applications which are found to be compliant and complete shall be advised to proceed to the concerned NMIS RTOC for the submission of the original (hard) copies of the requirements, payment of fees, and scheduling of on-site verification (if applicable). All applications which are found to be non-compliant or incomplete shall be provided the list of non-compliant requirements and shall be advised to submit the soft copies through the NLIDEF.

Do we need to submit a Secretary’s Certificate for the authorized person even if there's a SPA and Board Resolution? | For the authorized representative of a Corporation/Cooperative, one of the following documents is required: a Board Resolution or a Secretary's Certificate. A Special Power of Attorney (SPA) is required for the authorized representative of Single Proprietorship. |
Is the importation of processed meat under NMIS? | With the passing of the Republic Act (R.A.) No. 10611 - Food Safety Act, the jurisdiction under processed meat has been transferred to the Department of Health - Food and Drug Administration (DOH-FDA). Fresh frozen meat is under the jurisdiction of the Department of Agriculture (DA) while meat that has undergone physical changes falls under the DOH-FDA.

Where can we see/access the list of NMIS licensed Cold Storage Warehouses (CSWs)? | All imported meat shall only be stored in DA NMIS licensed Cold Storage Warehouses (CSW), pursuant to DA Administrative Circular No. 1 Series of 2021 “Mandatory Accreditation of Cold Storage Warehouses (CSWs) for Agricultural and Fishery Products”.

Where can I secure a Certificate of Meat Inspection (COMI) for Imported Meat? | The government only authorizes NMIS Meat Inspection Officers (MIO) to issue Certificate of Meat Inspection (COMI), which are only issued to DA-NMIS Licensed Cold Storage Warehouses (CSW) and Meat Distribution Centers (MDC). |
What is the validity period for COMI? | If the point of destination is within the City/Municipality, the Certificate of Meat Inspection (COMI) is only valid for 24 hours from the time of issuance. For destinations outside the City/Municipality/Province, the validity of COMI is seven (7) days from the time of issuance pursuant to NMIS Memorandum Circular No. 08-2016-22 “Validity of Certificate of Meat Inspection (COMI) in Reference to Application for Issuance of Shipping Permit”. |
